‘Algorithmic systems can reinforce and create discrimination because they are often designed to differentiate among individuals: classifying, ranking or targeting them. In combination with historical inequalities and human biases embedded in the data, rules and design choices of algorithmic systems, discriminatory patterns may be reproduced and scaled unless they are proactively identified and mitigated.’
